How not to select incompetent teachers?

Does the existing mechanism and criteria put in place by UGC ensures selection of the best teachers for our institutional instructions?
I was trying to read what Gurudev Rabindranath Tagore, Sir Sayed Ahmad Khan and Mahamana Madan Mohan Malviya ji conceived and commented upon certain later moves by the Government.
Incidentally, I hit upon a vibrating and seriously thought provoking editorial note in the current issue of the Current Science journal, 10th August, 2019 (Published by Indian Academy of Science, Bengaluru).
Instead of putting the things in my own words I would insert the excerpts as an image from the editorial that would aptly tell the story.
There are many, many of the youngsters that take NET/JRF of the UGC and certain other agencies such as ICMR and enter the long terms studies of doing PhD. Now UGC again introduced pre-PhD Course Work of a six month's duration that necessitated that a candidate has to obtain a minimum number of marks to qualify before he/she is considered fit for registration for pursuing PhD. The course work need to be seriously taken otherwise one's dreams may get smashed. It is very, very difficult before a candidate is given a really competent guide and it is still far more challenging to 'discover' a suitable topic for research by pursuing of which some real contribution to generation of new knowledge is actually realized. Most have been found to fail in this endeavor and end up fulfilling mere requirement of producing a sub-standard work that nobody ever would like to refer to. It is because no worthwhile paper could be produced and published in a peer reviewed, reputed journal from the work done. So, no citation and no reference. Such candidates get appointed to post only by paying huge amounts as bribe to appointing authorities or members of the selection committee or use other unfair means.

On the other hand the State Public Service Commissions have devised their own mechanism and fixed own injudicious criteria for selection of teachers in the college cadre. The candidates have to first clear a test in writing and then called for screening which is virtually a huge wastage of resources.

Therefore, I return to my question in the opening sentence and wish to seek an answer. The current science issue can be accessed at www.ias.ac.in. Therefore, the pertinent issue is what is 'Best' of a teacher not what is best for him or what is best in him. The best of a teacher can be brought out, felt and recorded only during a prolonged conversation in at least three sessions. But that is a physical challenge before the selecting authorities. Here, one should apply the innovative mind as how to implement this approach considering the recruitment on large scale and avoiding all sort of trouble shooting and litigation. We have not done this and despite good indicators from our learned men, we have been subjecting our young people to mechanically surrender to a process that gives us incompetent teachers.
